Absolutely the fault is ours. We elected the politicians to be in charge of the climate response, and they failed miserably.
However, I also fault the IPCC for giving pie in the sky assessments that never truly painted the whole horrifying picture. For years, past assessments have included "solutions" such as carbon capture and storage, which has never been proven at a large scale. Even the smaller experiments are still under study.
If the IPCC had been as blunt as they finally are, the message may have gotten through sooner.
