I think you misread part of the article. Electricity production is already down 25%, with water cuts imminent in 2022. Electricity production will cease entirely once the lake gets to 950 feet.
As for thinking about times after I and my children are dead...it's not insanity, just underutilized.
Long-term thinking is not innate, as we're still evolutionarily hardwired to look for the next best thing, be that food, sex, or money. But the earth is a finite resource, and we can no longer afford to think otherwise.
Saying that we can't control the future and we don't know what will happen is a poor excuse for lack of planning.
